Interim Advisory Council
Our Collective Mission
To guide Tehreek-e-Nojawanan Roundu with wisdom, integrity and diverse expertise; empowering youth, promoting knowledge, advancing sustainability, and building a peaceful, inclusive and prosperous future for Roundu.
At a Glance
Composition
11–13 members, ensuring fair representation of all unions, women (minimum 30%, no maximum limit), and remote or underserved areas of Roundu.
Term
Renewable term of three (3) years, continuing in office until successors are appointed.
Chairperson
Appointed from among the members by consensus and consultation; holds a casting vote in the event of an equality of votes.
Quorum
At least seven (7) members — a simple majority (50% plus one) of the total membership.
Removal
Failure to attend three (3) consecutive meetings without notice or reasonable justification results in automatic removal from office.
Responsibilities
The ADC shall:
- Provide guidance and mentorship.
- Safeguard the integrity, values, and continuity of the organisation.
- Promote merit-based leadership and organisational development.
- Exercise constitutional oversight of electoral processes in accordance with Chapter 6.
- Establish an Election Committee or appoint electoral officials, where necessary, to administer elections and appointments on its behalf.
- Resolve governance disputes and conflicts of interest, while matters relating to alleged violations of the Code of Conduct shall be referred to the Ethics and Grievance Committee (EGC).
- Refrain from interfering in the routine administration and day-to-day affairs of the CEC, Union Committees, and VGC.
- The Committee shall operate in accordance with the Reporting Lines and Coordination Framework prescribed in Part III of this Handbook.
Eligibility Criteria
Advisory Council members must:
- Be residents of Roundu.
- Be at least 30 years of age.
- Maintain independence from active partisan political leadership and avoid conflicts of interest arising from close familial relationships with political leaders.
- Possess substantial experience in education, academia, public service, business, community development, health, technology, entrepreneurship, or other relevant fields, preferably supported by a master’s degree or higher qualification (18 years of education).
- Demonstrate integrity, professionalism, and constructive community engagement.
- Be committed to the vision, mission, and values of TNR.
- Support merit-based leadership and organisational development.
Ethics and Grievances Committee
- The EGC shall comprise three (3) members appointed by the ADC based on merit, impartiality, and suitability.
- The ADC shall appoint one of the members of the EGC as Chairperson of the Committee. The Chairperson shall preside over all meetings, coordinate the Committee’s proceedings, and ensure the fair and timely handling of matters before the Committee.
- The Committee shall address ethical, disciplinary, and grievance matters fairly and confidentially.
- The Committee’s powers, responsibilities, procedures, and jurisdiction shall be governed by the Organisation’s Code of Conduct and related policies.
- Notwithstanding the confidentiality provisions of this Article, the Committee may refer matters and disclose relevant information, records, or evidence to competent law enforcement or regulatory authorities where it has reasonable grounds to suspect a criminal offence, unlawful conduct, or where such disclosure is required by law.
Oversight and Accountability
The Advisory Council shall exercise oversight over all office-bearers and committees of the Organisation, including the CEC and the UCC. No office bearer shall be exempt from accountability under the Constitution.
