Role
The CEC shall be the principal executive body of TNR, responsible for implementing organisational programmes, coordinating activities, managing organisational affairs, and supporting Union Council Committees.

The CEC comprises the following positions:

Note
The advisory committee reserves the right to revise the number of core leadership positions as deemed necessary. Furthermore, additional leadership or operational roles may be created and assigned in response to organisational needs and changing circumstances.
Core Leadership Criteria
To be eligible for any core leadership position, a candidate must:
- Be a resident of Roundu.
- Be a registered member of TNR.
- Be between 20 and 35 years of age.
- Maintain independence from active partisan political leadership and avoid conflicts of interest arising from close familial relationships with political leaders.
- Preferably hold, or be enrolled in, a bachelor’s degree programme, or possess equivalent professional, technical, entrepreneurial, or community leadership experience.
- Demonstrate commitment to youth development, community service, and the objectives of TNR.
- Be able to devote sufficient time to organisational responsibilities.
- Support the non-partisan and inclusive nature of TNR.
- Have no serious violation of the Constitution, Code of Conduct, or policies of TNR.
Meetings and Quorum
- A quorum for meetings of the CEC, UCC, and VGC shall consist of a simple majority (50% plus one) of the total membership of the respective body. No decision, resolution, or action shall be valid in the absence of a quorum.
- The President shall preside at all meetings. In the absence of the President, the Vice President shall preside.
- Where both the President and Vice President are absent, the members present and constituting a quorum shall elect an Acting Chairperson from amongst themselves for that meeting only.
Terms of Office
- All elected and appointed office-bearers of the CEC, UCC and VGC shall hold office for a term of one (1) year.
- The first six (6) months of every term shall constitute a probationary period during which the performance and conduct of the office-bearer may be reviewed by ADC.
- No person shall hold the same office within the CEC, UCC or VGC for more than two (2) terms, whether consecutive or non-consecutive.
